Propagates W3C Trace Context and x-request-id correlation.

Configuration Notes

Per W3C Trace Context, multiple traceparent fields are invalid. tracestate is forwarded only with exactly one valid inbound traceparent, and only after member validation (Level 2 key grammar, unique keys, no empty list-members, at most 32 members).

Currently accepts no fields; reserved for future options such as trusted-header policies or sampling flag overrides.
